Prices include removal of existing water heater, installation of new water heater, installation of earthquake straps, and disposal of old water heater. ( If your water heater needs new water flex lines, water shut off and gas supply line included in price) Disclaimer: Not all situations are the same that is why you are not able to get a Quote from most plumbing companies. These prices cover 95% of  jobs. If you fall into the 5% I will notify you prior to the installation of your water heater. If a problem arises during the installation of your water heater I will also notify you of additional cost prior to the completion.
